Ghana has formally requested the extradition of a Russian national accused of secretly filming intimate encounters with several women and publishing the footage online without their consent.

The man, described by African and Russian media as a self-proclaimed “pick-up artist” and blogger in his thirties, allegedly travelled to Ghana where he recorded interactions with women and later shared the material on social media platforms. Authorities say the recordings were made without the knowledge or permission of the women involved.

While some reports claim the suspect used camera-equipped sunglasses to capture the footage, Ghanaian officials have not publicly confirmed the exact method used.

Speaking to journalists on Saturday, Ghana’s Minister for Communication, Digital Technology and Innovation, Sam George, said he had summoned the Russian ambassador in Accra to discuss the matter and seek cooperation from Moscow.

“The actions of the Russian citizen flout our cyber-security laws,” George told reporters. “I have invited the Russian ambassador in Ghana for a meeting. We will officially communicate our position.”

According to Ghanaian authorities, preliminary investigations suggest the suspect may have already left the country. However, officials stressed that his departure does not lessen the gravity of the allegations.

“The fact that he may have exited our jurisdiction does not reduce the seriousness of the alleged conduct or the state’s responsibility to pursue accountability,” a government official said.

George indicated that Ghana is prepared to use international mechanisms, including Interpol, to track the suspect. He added that Ghana would formally request cooperation from Russian authorities to ensure the man faces justice.

“We will activate every resource at our disposal, working with Interpol,” the minister said. “We want the gentleman to be brought back to Ghana, extradited to Ghana, so that he can face the rigours of our law.”

However, extradition may prove complicated. Russia generally does not extradite its citizens, except under exceptional circumstances. Despite this, Ghanaian authorities maintain they will pursue all diplomatic and legal channels available.

George also stated that if the suspect refuses to return voluntarily, Ghana may proceed with legal action in absentia.

Local media reports suggest the same individual may have been implicated in similar conduct in Kenya, though this has not yet been independently confirmed by Ghanaian authorities.

The case comes amid growing concern in Ghana over online abuse, sexual exploitation, and the non-consensual sharing of intimate content. Under the Cybersecurity Act 2020, individuals who publish explicit images of adults or children without full consent can face severe penalties, including prison sentences of up to 25 years.

In recent years, Ghanaian authorities have stepped up efforts to combat cyber-related sexual offences, including sextortion and romance scams. Arrests and prosecutions for such crimes have increased as digital platforms become more widely used.

One high-profile case in 2022 saw a 22-year-old phone repairer, Solomon Doga, sentenced to 14 years in prison for sharing nude images of a Lebanese woman without her consent. He pleaded guilty to charges including sexual extortion and the non-consensual distribution of intimate images.

The Cybersecurity Act introduced stricter measures specifically targeting revenge pornography, blackmail and other forms of digital sexual abuse, with particular focus on protecting women and children, who are often disproportionately affected.

Advocates say the latest case underscores the global nature of online exploitation and the challenges governments face in pursuing suspects who operate across borders.

For Ghana, officials say the message is clear: the country intends to enforce its cyber laws firmly, regardless of the nationality of the accused.

“This is not just about one individual,” a source close to the investigation said. “It is about protecting the dignity and privacy of our citizens, and making it clear that Ghana will not tolerate this kind of abuse.”
